Description

This circular letter was issued by Salmon P. Chase just three weeks after Fort Sumpter was fired upon and the Southern coastal blockades were in effect. Abraham first instituted the blockade on 19 April 1861 by proclamation. The broadside is folded with a blank inside and is moderately browned.
