This is and illustration of Orville Hickman (O. H.) Browning, an attorney in Illinois and a politician who was active in the Whig and Republican Parties. He is notable for his service as a U.S. Senator and the United States Secretary of the Interior. Browning is depicted wearing a dark suit, angled to the right. The caption beneath the illustration reads "O. H. Browning." The illustration appears in volume one of Abraham Lincoln : A History by John G. Nicolay and John Hay.
