Description

This black and white photograph shows William C. Gartin, Jr., on the left, being presented some items by an unidentified woman and man. Both men are wearing dark suites and neckties and the woman is wearing a light colored dress with a floral corsage pinned on her left shoulder. The man on the right is handing a shiny box or plaque to Gartin while the woman is tucking a white paper into the breast pocket of Gartin's suit coat.
