Description
This pamphlet contains a letter from the trustees pf the State Reform Schoo to Joseph W. Fifer, Governor of the State of Illinois, requesting for new legislation for upgrade the present Reform School to house more boys from the local penitentiaries to the school for reformation purposes. They believe that the school will give these wayward boys a better chance of being productive members of society.
